Job description
GIZ International Services is shortlisted for the EU-funded tender: „EU-ASEAN Sustainable Connectivity Investment Facility” in Indonesia.
The overall objective (Impact) to which this contract will contribute is to improve sustainable connectivity between the EU and ASEAN and within ASEAN.
This aligns with the respective EU and ASEAN connectivity strategies (notably Global Gateway and MPAC 2025), the EU-ASEAN Plan of Action 2023-2027, and the Joint Ministerial Statement on Connectivity adopted at the ASEAN-EU Ministerial Meeting of 1 December 2020, and with core priorities of the EU strategy for cooperation in the Indo-Pacific.
The regional Multiannual Indicative Programme (MIP) for Asia and the Pacific 2021-2027 identifies sustainable connectivity as a priority area for cooperation with ASEAN and South-East Asia. The proposed action will directly contribute to achieving the expected connectivity results identified in the Regional MIP and in line with our objectives under the Global Gateway and Indo-Pacific Strategies. It will also be a key EU contribution to the Team Europe Initiative (TEI) on Sustainable Connectivity with ASEAN/South-East Asia and aim at fostering the creation of enabling environments contributing to facilitate sustainable connectivity investments, in combination with EU bilateral programmes, the European Fund for Sustainable Development Plus (EFSD+), as well as actions from EU Member States.
Your profile
Qualification and skills
- Minimum Master’s degree or equivalent in science, economics, finance, law, engineering or a directly relevant discipline, or minimum 5 years equivalent professional experience in any discipline relevant to the project (equivalent experience must be in addition to the general professional experience duration fixed below).
- Excellent command of written and spoken English language. Proficiency in at least one additional official language of the ASEAN member states would be preferred.
General Professional experience
- Minimum 10 years of professional experience in the financial sector.
- Minimum 5 years of professional experience with ESG sustainability aspects related to investments and infrastructure development
Specific professional experience
- Minimum of 5 years of professional experience in providing technical assistance services to government entities or regional/international organisations or a relevant business / private sector organisation.
- Minimum 3 years of professional experience with countries on the current OECD DAC list of ODA recipients. Experience in the ASEAN/ SE Asia region would be preferred.
- Experience with EU-funded projects would be preferred.
Location information
The operational base for the project will be Jakarta, Indonesia. Tasks will be performed in the ASEAN region. Limited activities may take place in other countries in the Asia and Pacific region and in the European Union, subject to prior approval by the Contracting Authority.
Start date & period of implementation
The intended start date is May 2024 and the period of implementation of the contract will be 48 months from this date (for a minimum of 880 days). The minimum percentage of time which each key expert should work in Jakarta, Indonesia shall be 75 %.
